The basic idea behind Literate Wiki is for a wiki page to describe and document a software program as well as to extract the code that is described.
The aim is to document the code to a wiki page, with links to the github repo for the source code - then to release a minimal client with as few lines of code a s possible - 20 would be a good target.
The client would read the wiki page json and create the app from the page-json and github code. That way you can check the source easily, adding digital signatures would be easy to add as github and client speak pgp for instance.
Literate wiki is therefore a literate and polyglot language where the wiki page is the forkable starting point. This has been tried in various ways several times and it would be interesting to know more about those experiments. This wiki includes a few pages from C2.com that document these projects.
